Well, Vimes does use one of Carcer's sleeves to bind his ankles. Unless somebody took the time to bring him a new shirt before the trial....

Incidentally, I realized several hours after I finished this that he probably has a tattoo on that arm and it would be visible from this angle, but I don't really feel like fixing that. :|
